Some services such as weight loss consultations are available as private appointments and are not currently covered by the medical card.

What Is a Medical Card?

A medical card in Ireland entitles you to free GP visits, prescribed medications, hospital care, and a range of other health services funded by the State. It is issued by the Health Service Executive (HSE) and is means-tested, meaning your eligibility depends on your income, age, and personal circumstances. For many people living in Dublin and across Ireland, the medical card is the most practical way to access affordable healthcare through a local GP practice.

Who Is Eligible for a Medical Card?

Eligibility is assessed by the HSE based on your weekly income after tax, PRSI, and reasonable expenses such as rent or mortgage payments, childcare, and travel to work. The income thresholds vary depending on whether you are single, married, a lone parent, or over seventy. As of 2026, a single person aged under seventy living alone can earn up to approximately two hundred and four euro per week and qualify, while a married couple under seventy has a combined threshold of around two hundred and ninety-five euro per week. Those aged seventy and over benefit from significantly higher thresholds, making it easier for older adults to qualify.

If your income is slightly above the limit, you may still be approved under the HSE’s discretionary assessment, which takes into account medical expenses, ongoing treatment costs, and other financial hardships. It is always worth applying even if you are unsure, as many people qualify once their full circumstances are considered.

How to Apply for a Medical Card

You can apply for a medical card online through the HSE’s mymedicalcard.ie portal, which is the quickest method. You will need your PPS number, proof of income such as payslips or social welfare statements, proof of address, and details of any savings or investments. If you prefer, you can also download a paper application form from the HSE website or collect one from your local health centre.

Once you submit your application, the HSE will assess your means and notify you of the outcome, usually within fifteen working days. If approved, your card is posted to your home address and is valid for a set period, after which it is reviewed for renewal. If your application is refused, you have the right to appeal the decision or to apply for a Doctor Visit Card (DVC) instead, which covers free GP visits even if you do not qualify for the full medical card.

What Does the Medical Card Cover?

With a medical card, your GP visits are completely free. This includes routine consultations, urgent same-day appointments, blood tests, referral letters, vaccinations covered under national programmes, and ongoing management of chronic conditions such as diabetes, asthma, and high blood pressure. Prescribed medications are also covered, subject to a small co-payment of one euro fifty per item, capped at fifteen euro per month per individual or family.

Beyond GP services, the medical card covers public hospital inpatient and outpatient care, dental and optical checks for eligible adults, hearing aids, physiotherapy, and maternity care. For families with children, all GP visits for under-sixes are free regardless of income, and children aged six to eight are covered by a dedicated GP visit card.

Transferring Your Medical Card to a New GP

If you already hold a medical card and are looking to move to a new GP practice, the process is straightforward. You do not need to reapply for your card. Instead, your new GP practice will complete the transfer on your behalf by submitting a GMS1 registration form to the HSE. The transfer is usually processed within a few working days. You can read more about this process in our guide on how to register with a GP in Dublin.
